CSEA – Civil Service Employees Association
Represented by the Civil Service Employees Association, Local 1000, AFSCME, AFL-CIO,
Inc. (CSEA)
Administrative Services Unit (ASU) - 02
Comprised primarily of office support staff and administrative personnel, including
office assistants, clerks, and computer operators.
Operational Services Unit (OSU) - 03
Comprised of craft workers, maintenance and repair personnel, and machine operators,
including maintenance assistants, cleaners, and highway maintenance workers
Institutional Services Unit (ISU) - 04
Comprised primarily of employees who are responsible for providing therapeutic and
custodial care to persons in State institutions, such as those run by the Office of
Mental Health and the Office for People With Developmental Disabilities. This unit
includes mental health therapy aides, developmental aides, licensed practical nurses,
food service workers, and youth division aides

UUP – United University Professionals
Represented by United University Professions (UUP), the State University Professional
Services Negotiating Unit is comprised of faculty and non-teaching professional staff
within the State University of New York (SUNY) system.
GSEU – Graduate Student Employees Union
Represented by the Communication Workers of America, Local 1104, Graduate Student
Employees Union (GSEU), the State University Graduate Student Negotiating Unit is
comprised of teaching assistants and graduate assistants who are pursuing advanced
degrees at campuses within the State University of New York (SUNY) system. They are
employed on a part-time basis assisting SUNY faculty and administrators in a variety
of teaching, research, and administrative activities. Most are employed at the four
SUNY centers (Albany, Binghamton, Buffalo and Stony Brook).
**The latest GSEU contract is currently under negotiation.
PEF – Public Employees Federation
Represented by the Public Employees Federation AFL-CIO (PEF), the Professional, Scientific
and Technical Services Unit is comprised primarily of professional and technical personnel.
Professional experience, a license, or a degree is usually a prerequisite to being
hired to most titles in this unit. The PS&T unit includes titles such as attorney,
nurse, accountant, social worker, and institution teachers.
PBANYS APSU - Agency Police Services
Represented by Police Benevolent Association of New York State, Inc., the Agency Police
Services Unit is comprised of certain personnel who have police duties and responsibilities
and are employed in the Department of Environmental Conservation, Office of Parks,
Recreation and Historic Preservation, and the State University of New York. The titles
in this unit include university police officers and investigators, environmental conservation
officers and investigators, park patrol officers, and forest rangers. Members of this
unit have binding interest arbitration for issues related to compensation.
NYSCOPBA SSU - Security Services Unit
Represented by NYS Correctional Officers and Police Benevolent Association, Inc. (NYSCOPBA),
the Security Services Unit is comprised of state security and institution safety personnel.
Arbitration eligible titles (SSU-01) include correction officer, correction officer
trainee, correction sergeant, community correctional center assistant, and institution
safety officer. Non-arbitration eligible titles (SSU-21) within the unit for salary
and benefit purposes include security hospital treatment assistant, safety and security
officer, security services assistant, security officer, and campus public safety officer
as well as other titles.
Management/Confidential
As Management/Confidential employees are not part of a union, there is no contract.
Payroll bulletins are still produced with M/C increase information, but the increases
are at the discretion of the President. M/C salary increases tend to follow UUP or
CSEA increases.
